The Venice-born Garbisi, who has won 33 caps, was a key player in Gonzalo Quesada’s Italy team, starting the first two games of the tournament, which were defeats to England and Ireland.
This season, he played 12 games for Montpellier, eight of them starting, but fell short of Louis Carbonell as first choice in 10 games.
Toulon will face stiff competition for the flyhalf jersey, with Welshman Dan Biggar and former Wallaby Noah Lolesio already confirmed.

He is likely to be available in the center where he can cover the injured Waisea Nayakalevu.
Garbisi’s arrival at Toulon comes just days after the transfer of Toulon’s French international hooker Christopher Trofa.
