These moves are part of the ministry’s broader plan to adapt to Singapore’s evolving demand for school and kindergarten space. In February last year, the MOE revealed plans to open a new primary school in Tengah and a new secondary school in Sengkang.

In addition to these school relocations, MOE also announced that it plans to open two MOE kindergartens, one in Tampines North and one in Bukit Batok.

Relocation and new opening of elementary schools in Tengah and Tampines North

The relocation of Kranji Primary School to Tengah means there will be two primary schools in the Tengah area by 2028, while Pioneer Primary School is scheduled to move from Jurong West to a new residential area in 2026. An Anglo-Chinese primary school is also scheduled to open. Install doors in Tenga by 2030.

In a media release, the Ministry of the Environment explained that the decision to relocate Kranji Elementary School was influenced by the fact that there were surplus schools in the northern part of Choa Chu Kang, where the school is currently located. There are already three of his other elementary schools in the area: Utee, De La Salle and Unity.

To facilitate the transition, Kranji Primary School will stop accepting first grade students from 2025. The school will continue to operate at its current location until all existing students graduate by the end of 2029. Siblings of current students will no longer be able to register at Kranji Primary School. .

Parents interested in enrolling their children in Primary 1 at Kranji Primary School’s Tengah campus can attend the 2027 registration exercise.

Outram Secondary School to move to Sengkang in 2026

Meanwhile, Outram Secondary School is scheduled to move from its current York Hill campus to Sengkang in 2026, in response to the growing demand for secondary education institutions in the North East region. The Ministry of the Environment said the school’s current location is also in a mature area where demand for secondary schools is decreasing.

To minimize disruption, the school will cease admitting new first year secondary students in 2025 and will resume accepting new first year secondary students at the new Sengkang campus in 2026.

To facilitate a smooth transition, the school will continue to operate at both campuses until 2027, when the last of the Yorkhill Campus’s secondary 4 students will graduate.

MOE also announced that a new primary school will be opened in Tampines North in 2029 to accommodate the increase in the number of families in the area due to the completion of the build-to-order project. The Ministry of Education said further details about the new elementary school would be announced at a later date.

Kindergarten expansion planned in Bukit Batok and Tampines North

Two new MOE kindergartens are scheduled to open in Bukit Batok and Tampines North in 2028 and 2029 respectively.

The new MOE Kindergarten in Bukit Batok is located within the grounds of Bukit View Primary School’s new campus. Registration for Kindergarten 1st grade in 2027 will begin the following year.

Meanwhile, MOE Kindergarten, currently located in Kranji, is scheduled to move to Tenga in 2028, at the same location as Kranji Primary School. The facility will stop accepting Kindergarten 1 students from 2025 and will continue to operate until the end of 2025.

Operations at the new Tengah campus are expected to begin in 2028, and parents interested in enrolling their children at this facility can register during the 2027 Kindergarten Registration Exercise.

MOE Kindergarten in Blangga Rise, Bukit Merah is also scheduled to close by the end of this year. Established in 2014 as one of MOE’s first five preschools, it has over the years witnessed a decline in the demand for preschools in the area. As a result, we have stopped accepting applications for Kindergarten 1.
