SINGAPORE – The Land Transport Authority (LTA) announced on Friday, January 5, that a man has been charged and found guilty of using a motorcycle as a public service vehicle and using it without the required insurance. According to an LTA Facebook post, this is the first time a motorcyclist has been found guilty of illegally servicing a motorcyclist.
According to CNA, the motorcyclist was arrested at around 8:45 a.m. on May 3, 2023, during an LTA enforcement operation near 505D, Block 51, Yishun Street. Investigation revealed that Mr Muhammad Hasbullah, 33, was paid $18 to transport a passenger, whom he did not know personally, from 51 Yishun Street to ITE College West in Choa Chu Kang. There was found.
It was also revealed that Hasbullah received $18 to take another passenger from Tampines to ITE College West around 6.30am on the same day. He picked up both passengers to “earn extra income”, knowing that it was against the law to pick up paying passengers on his motorcycle.
Hasbrah’s motorcycle was not registered as a public service vehicle because motorcycles cannot be used as private cars in Singapore. His motorcycle insurance company Etika also admitted that he did not have a valid insurance policy, CNA reported. The reason is that the company’s insurance does not apply if the motorcycle is used for hire or benefit services.
Two other drivers also had their vehicles impounded after similar operations.

Muhammad Nasrulho Shamsulnizam was spotted picking up a passenger from the 194 block of Rivervale Drive to Thomson Plaza on May 3, 2023 at around 11:55 a.m. when he was stopped by an LTA enforcement officer. . The 21-year-old was paid $24, but an investigation revealed he did not have a professional license to drive a taxi, private car or bus.
His car was also registered as a passenger vehicle and did not have a valid public service license or valid insurance policy. His insurance company, NTUC Income, similarly stated that if the car is used for hire or benefit services, it is not covered by insurance. .
Both Mr. Hasbullah and Mr. Nasrulkhou were charged with and found guilty of not having a valid professional license and of using a vehicle without a valid public vehicle license and required insurance. They were each fined $1,800 and disqualified from holding or obtaining any class of driving license for 12 months.
The case of the last driver booked by LTA for the May 2023 service is still being heard in court.
“We take such illegal activities seriously and will continue to take enforcement action against those providing illegal car and motorcycle pool services,” LTA said. Instead, commuters must book point-to-point transportation services, including commercial rideshare services, through authorized business platforms.
