SINGAPORE — The Singapore Police Force (SPF) will review its policy on incidents involving racial slurs and casual racism among police officers, Minister for Law and Home Affairs K. Shanmugam announced in Parliament on Tuesday 6 February. He said such incidents would be investigated as follows. There is a possibility of illegal activity” and is considered a “disciplinary violation.”
This ensures that all such incidents are documented and disciplinary action is taken. The police officers involved will also be closely monitored for their subsequent actions.
Mr Shanmugam made the comments in a ministerial statement on the death of Sergeant Ubaraja Gopal in July last year. The 35-year-old man was found unconscious at the foot of a Housing Commission block in Yishun City, and was later pronounced dead at a hospital.
In a now-deleted Facebook post, Ubaradja, who had been a police officer for more than 10 years and most recently worked at Ang Mo Kio Police Station, said he was bullied by his superiors and subjected to ethnic slurs by colleagues. claimed to have been done. He also accused some police officers of misconduct and suggested such conduct was covered up.
Ubaraja also claimed to have been treated unfairly in performance reviews and felt excluded at work. SPF later revealed that he had made similar claims in 2015, but an investigation found they were unsubstantiated.
AGC said no further action was necessary
After Mr Ubaraja’s death, Mr Shanmugam asked the SPF to re-investigate, and the Attorney-General’s Chambers (AGC) reviewed the findings. The investigation included interviewing witnesses, including current and former officers, and reviewing historical documents and records.
The minister said on Tuesday that the AGC had reviewed the latest findings and concluded that no further action was necessary. After an investigation, some of Uvaraja’s claims were found to be true, leading to disciplinary action against the officers involved. Mr Shanmugam also said other claims were found to be false.
Ubaraja’s family has been informed of the details of the ministerial statement. Mr Shanmugam said they “know and understand why the facts have to come out”.
“A thorough investigation is important. Any wrongdoing must be addressed and the erring officers must be executed. Otherwise, the public will lose trust in the police over time,” he said. added.
“However, if the allegations are baseless, we must establish the facts and vigorously defend the police in public.”
Officer uses racially inappropriate language
In a now-deleted Facebook post, Uvaraja claimed that she suffered abuse and harassment from her boss and co-workers, including hurling racial slurs at her.
In 2015, he filed a complaint regarding the matter, and an internal investigation revealed that the officers involved were having conversations with each other that were not specifically directed at Uvarajya, but were aimed at him. It turns out that it wasn’t. Nevertheless, Mr Shanmugam stressed that such statements were “totally unacceptable”.
“It doesn’t matter whether they were directed at Uvarajya or not at Uvarajya. They were accepted and they are not accepted. I made it clear to the team that it cannot even be used as a joke,” the minister said.
“The officer who made the statement immediately apologized to Uvaraja in front of the entire team. If he had not apologized, he would have been made to apologize. Disciplinary action would have been taken against him as well.”
Uvaraja’s superiors “continued to monitor the situation” to prevent further recurrence. Uvarajah was also updated on the outcome and rejected the deputy commander’s suggestion to lodge a formal complaint.
Mr Shanmugam shared that the police had conducted a policy review and had a framework to deal with such incidents. They will investigate incidents involving racial slurs or casual racism as potential misconduct or disciplinary violations. This approach ensures that such incidents are documented and that the officers responsible face disciplinary action, with their subsequent actions closely monitored.
Shanmugam said the police department “continues to work with officers to shape the culture and engage in frank discussions on issues surrounding racial slurs and casual racism” through platforms such as annual ethics seminars. I’ll go,” he added.
