In Spain, pedestrians can be fined 200 euros if they use a crosswalk when the light is red.
“A non-flashing red light indicates to people in the form of stationary pedestrians that they should not begin to cross the road,” the law states. However, despite being a violation, fines are rarely imposed.
However, police may intervene if a pedestrian crosses the road and poses a clear danger to traffic or themselves, such as while using a cell phone.
Spanish law also governs how pedestrians should behave when walking on the road. Pedestrians have been warned they could be fined if they don’t walk on the left side of the road or on unpaved out-of-town roads. The purpose is to ensure that pedestrians can always see oncoming vehicles. Otherwise you risk a fine of 80 euros.
Pedestrians are also prohibited from walking on motorways and motorcycle paths, again subject to a fine of 80 euros. Failure to cross at a crosswalk or crossing inappropriately in the middle of the road or in a poorly visible area will also result in a penalty. The same goes for things done at a snail’s pace for no apparent reason. Again 80 euros.
