He previously pleaded guilty to intentionally showing a sexual image to an underage victim in order to alarm him. The victim’s name cannot be made public due to a gag order to protect his identity.
The court heard that Lo was making a delivery in Pasir Ris on the night of June 8, 2023, when he noticed the victim at a bus stop along Pasir Ris Street 21.
Law noticed that he was small. The court also heard that he saw the boy as an “easy target” and decided to “taunt and arouse” him to elicit a reaction.
He then followed the boy from the bus stop to the elevator lobby of a nearby block. The exact location was redacted from court documents.

While in the elevator lobby, Lo accessed a pornographic website on her cell phone and found the video. They then entered the elevator and Law pressed the button for the 12th floor and the boy pressed the button for the 8th floor.
Law then showed the video to the boy and smiled at him. When asked if he had seen such a video before, the boy shook his head and turned away, facing the elevator door. Undeterred, Law put his arm around the boy’s shoulders and continued to show him the video.
The boy retreated behind the elevator and busily began using his cell phone. However, Law followed him with the video still playing on his cell phone.
When they reached the eighth floor, the boy tried to leave, but Lo held the phone up to his face and tried to show him the video again.
The boy avoided him and got out of the elevator. When he got home he told his mother about the incident.

Prosecutors asked for a sentence of five to six months in prison, noting that Congress has expressed the need to impose harsher penalties for sex crimes against minors under the age of 14.
In sentencing Mr Low, District Judge Elton Tan said Mr Low’s persistent attitude showed a “certain involvement in misconduct” and a “lack of remorse” at the time.
“He assumed that the victim was in a confined space and perhaps alone. The victim had few means of avoiding him. All of this was facilitated. [Loh’s] “Efforts were made to get the victim to watch the video,” the judge added.
The judge also rejected defense lawyer SS Dhillon’s argument that Mr Lowe’s maladjustment disorder, which is accompanied by a depressed mood, should be mitigated.
A psychiatrist’s report said the disorder is not a mental illness but a “normal psychological response to life’s ups and downs.” It did not affect Roe’s perception of the nature and illegality of his actions.
Mr Low could have been jailed for up to three years, fined or both.
