Mar Garceran, a member of the Spanish People’s Party (PP), made history by becoming the country’s first member of parliament with Down syndrome.
After joining the PP at the age of 18, attracted by its traditionalist ethos, Garcellan dedicated many years to public service. Her influential roles include serving as president of the Autonomous Government of Valenciana and contributing to Asin Down, a Valencian organization supporting families with Down syndrome.
In the crucial May 2023 Valencian regional elections, Garceran secured 20th place on the Popular Party’s list. He initially missed out on a seat, but a fortuitous opportunity arose with the appointment of his deputy Ernesto Fernández Pardo, and he entered Colts Valenciennes on September 14, 2023.
Garceran’s historic achievement unfolds in Spain’s regional parliament, Colts Valenciennes, and could make him the first European regional parliament with Down syndrome, as confirmed by Down España newspaper.
Mr. Garcellan’s journey exemplifies a decades-long commitment to advocacy for people with intellectual disabilities. Her pioneering work follows in the footsteps of Ángela Basirer, Spain’s first city councilor and, in 2013, perhaps the world’s first person with Down syndrome to become a city councilor. The People’s Party celebrated the achievement as a major breakthrough in breaking down political barriers for people with Down syndrome.
Despite the mixed reactions online, Garcellan accepts her role with a great sense of responsibility. She hopes to learn and serve Valencians, especially those with diverse abilities. Garcellan’s appearance in the local council is aimed at highlighting her desire to be seen beyond her disability and challenging society’s prejudices about her.
