Cabinet agreement could grant Indian students 12 months of residency in Italy

The Union Cabinet has given ex-post facto approval to the Ministry of External Affairs’ proposal to sign and ratify the Migration and Mobility Agreement between India and Italy. The agreement aims to strengthen ties between the two cultures and promote the mobility of students, skilled workers, business professionals and young talent. This also includes a 12-month stay granted to Indian students in Italy for work experience purposes.

The agreement was signed on November 2, 2023 by External Affairs Minister S. Jaishankar and Italy’s Minister of Foreign Affairs and International Cooperation Antonio Tajani. On Wednesday, the Union Cabinet chaired by Prime Minister Narendra Modi approved going ahead with the proposal.

Main terms of the contract:

  1. Indian students who have completed their academic or vocational training in Italy may be granted a temporary stay of up to 12 months to gain initial work experience.
  2. Detailed regulations regarding professional training, extracurricular internships, and curricular internships provide Indian students and trainees with the opportunity to meet Italian skills and training standards.
  3. The Italian side has set aside quotas for Indian workers, both non-seasonal and seasonal, from 2023 to 2025 under the existing Mobility Decree, with additional quotas available for each period. It is secured.
  4. The agreement focuses on youth mobility and facilitates the recruitment of qualified Indian professionals in the healthcare and medical services sector. Discussions on these aspects will be held under the Joint Working Group (JWG).

Implementation and monitoring

According to the Ministry of Foreign Affairs, the agreement is scheduled to enter into force “on the 1st day of the month following the date on which the last of the two notifications is received” after the necessary internal procedures have been completed. It is also valid for five years unless terminated by the Participant and automatically renews for subsequent periods.

The Joint Working Group (JWG) will monitor the agreement through regular meetings, whether virtual or physical, oversee its implementation, share relevant information, assess progress, and support implementation. Discuss proposals for.
