Elering to build interconnection line between Estonia and Finland

Estonian power transmission system operator Elering has applied for a development license for EstLink 3, a power interconnection between Estonia and Finland with a capacity of 700 MW.

Eling filed an application with the Consumer Protection and Technical Regulation Authority, an Estonian government agency.

EstLink 3 will be the third power interconnection between the two countries. Supporting climate and energy policy objectives by fostering a more integrated Baltic and Nordic market.

Kalle Kirk, Chairman of the Elering Management Board, said: “We have analyzed various candidate locations for Estlink 3 and currently believe that north-west Estonia is the most promising region. For security reasons, It is appropriate to build new interconnections in place.

“In the long term, this route option will allow the development of potential offshore wind farms to be built in the main island regions of western Estonia to be connected with a resilient electricity grid. .”

This application contains the coordinates of a potential land connection point for a submarine cable in the city of Räne Nigra, Estonia.

The exact route of EstLink 3 is subject to change as the licensing process progresses, and the final location will depend on the corresponding connection point in Finland.

In Estonia, the project includes a DC submarine cable, an onshore cable, a potential conversion station to be installed near Ōrepa, and a new 330kV overhead transmission line.

However, this application has nothing to do with EstLink 3 land infrastructure. The planning process for land-based infrastructure and related activities uses different planning procedures.

The European Commission recognized the importance of EstLink 3 by including it in the list of European projects of common interest.

This designation facilitates the possibility of EU financial support to realize new interconnections.

The investment decision for the construction of EstLink 3 is expected to be decided in the second half of the 2020s, after the completion of the planning procedure.

If approved, the interconnection will be operational by the mid-2030s, further strengthening existing networks.

In October 2023, Erering and Latvian TSO Augstsprieguma tīkls agreed to build a new interconnector between Estonia and Latvia.

It has a transmission capacity of 1GW and operates in hybrid mode.

The companies have not yet finalized its exact location and other technical details.
